Draft Network: How We Got Here

The Bus Revolution is using real data collected from riders, community members and stakeholders to inform a system that is more efficient and reliable. Explore some of the reports and tools that helped inform the recommendations included in the draft network and learn more about what we heard.

What it is:

The dashboard and the route profiles are based on the same information. That dashboard is just the data without the interpretation or analysis.

How it was used:

The dashboard helped us develop service improvement options at the route and the network level.

What it is:

The Market Analysis identifies the ways people travel in southeast Pennsylvania using a combination of U.S. Census data and data provided through the Delaware Valley Regional Planning Commission (DVRPC).

How it was used:

This analysis helps us understand where the needs are for transit service and how we can better match SEPTA bus routes with the way people are traveling.

What it is:

The State of the System looks at SEPTA’s bus network overall to understand how it works and its strengths and weaknesses as a network. This analysis considered ridership, the impacts of COVID, and service speed and reliability.

How it was used:

The State of the System report helped us identify structural challenges with the way the network is organized. It also helped us identify opportunities for improvement.

What it is:

Route profiles evaluate each of SEPTA’s bus routes in detail, evaluating ridership by stop, by time of day and by service pattern. This information also includes bus stop spacing, route speeds, on-time performance and other route level information. The route profiles include potential opportunities for improvements. These are only ideas or potential ways the route could be improved.

How it was used:

We used the route profiles to develop service improvement options at the route and the network level.

Route 1: Parx Casino to 54th-City

Route 1 would be consolidated. Riders could use BLVD DIR or Route 14 for service on Roosevelt Boulevard and to Neshaminy Mall. New Route 542 will connect Parx Casino and Neshaminy Mall. New Route 14/84 will serve the National Archives.

Route 2 (569): Pulaski & Pike to 20th & Johnston 

Simplified

Route 2 service would be simplified so all trips operate between 20th-Johnston and Pulaski-Pike, making the route easier to understand and more likely to be on-time. Route 2 trips continuing north of Pulaski-Hunting Park to Wayne Junction would be eliminated. Route 53 would provide service to Wayne Junction from 18th Street & Hunting Park Avenue.

Route 3 (517): 33rd & Cecil B Moore Loop to Frankford Transportation Center

Simplified

Route 3 would operate all trips between 33rd & Dauphin Loop and Cumberland & Richmond. The occasional service to Smith Memorial Playground, would be discontinued. We updated this route to maintain service on Kensington Ave underneath the Market-Frankford Line based on community feedback.

Route 4 will become a frequent route, operating every 15 minutes weekdays and half-hourly on weekends. This an increase in frequency from existing service.

Route 5 (567): Girard Station to Frankford Transportation Center

Shortened

Route 5 would be shortened to operate between Frankford Transportation Center and Girard Avenue Station via Frankford Avenue.. Riders could use new Route 550 that would travel on Third and Fourth Streets and operate between York Dauphin Station on the Market-Frankford Line to Whitman Plaza or NRG Station via Packer Street.

Route 7 (513): 20th & Johnston to 33rd & Dauphin Loop

Route 7 would be shortened and realigned. It would operate every 15 minutes during peak periods and every 30 minutes at other times, including weekends. The new southern terminal for all Route 7 trips would be 20th & Johnston. Passengers traveling between 19th Street and Oregon Avenue and Pier 70 can take Route G, which is a frequent route. Service in Fairmount has been realigned to operate more reliably. This route was updated based on community feedback.

Route 8/18 (533): Cedarbrook Plz to Frankford Transportation Center

Route 18’s western end and Route 8 would be combined to provide a direct and frequent connection between Cedarbrook Plaza and Frankford Transportation Center via Olney Transportation Center. This new crosstown service would also be realigned in Northwest Philly to provide faster and more direct service via Wadsworth Avenue, Thouron Avenue, Upsal Street, and Chew Avenue. A separate frequent bus route that is a combination of the eastern end of Route 18 and Route 70 will provide service for passengers traveling along Rising Sun Avenue.

Route 12 (557): 33rd & Dickinson Loop to Penn's Landing

Route 12 would operate between Penn's Landing and 33rd-Dickinson traveling on Chestnut Street and Walnut Street. The shorter route keeps a direct connection between Center City and Grays Ferry. Service across the Schuylkill River would be provided by the extended frequent Route 29 and also Route 64. Service in Center City is realigned to operate eastbound via Chestnut St instead of Locust to use the improved bus lanes along that corridor. This route was updated based on community feedback.

Route 14 (538): Frankford Transportation Center to Neshaminy Mall (and Oxford Valley Mall)

Route 14 would operate all trips between Neshaminy Mall and Frankford Transportation Center. This service would operate every 30 minutes on weekdays and weekends. Every other trip on this route (538A) would continue to Oxford Valley Mall, serving the corridor hourly on weekdays and weekends. The Boulevard Direct route would also serve Roosevelt Boulevard and Neshaminy Mall. Service to Byberry East, Bucks County Tech Park, and Sesame Place will be provided by other routes.

Route 16 would be shortened to operate between Cheltenham & Ogontz Loop to Lehigh & Broad. Service will operate 15-minute service during the weekday peak periods and every 30 minutes during the rest of the day on weekdays and on weekends. Route 16 service on Broad south of Lehigh would be provided by Route 4 - Broad & Pattison to 11th and Fern Rock Transportation Center.

Route 18/70 (535): Olney Transportation Center to Torresdale & Cottman Loop

Routes 18 and 70 would be combined to provide frequent service between Olney Transportation Center and Torresdale & Cottman Avenues via Rising Sun Avenue. Service would operate every 15 minutes all day, every day. The connection with the Broad Street Line for Route 70 would be moved from Fern Rock to Olney Transportation Center. Additional service on Cottman Avenue would be provided by Route 77. Additional service on Rising Sun Avenue would be provided by Route 67. Service to Fox Chase Loop would be provided by Route 28/77 and Route 24. Service on Oak Lane Road and 5th Street would be provided by Route 19/70.

Route 19/70 (547): Fern Rock Transportation Center to Torresdale Regional Rail Station

Routes 19 and 70 would be combined to travel between Fern Rock Transportation Center and Torresdale Station via Oak Lane Road, Cottman Avenue, Dungan Road, Algon Avenue, Krewstown Road, and Grant Avenue. Bus service would be every 15 minutes during weekday peak periods and 30 minutes during the rest of day on weekdays and on weekends. Service connecting Rising Sun and Cottman Avenues to the Broad Street Line would be provided by Route 18/70. Additional service on Rising Sun Avenue would be provided by Route 67. Service on Whitaker and Oxford Avenues connecting to Frankford Transportation Center would be provided by Route 24. Service to Academy Gardens would be provided by Route 88.

Route 22 would provide direct service between Olney Transportation Center and Willow Grove Mall, with every other trip traveling to Warminster (Route 22A). The route will provide more direct service in Glenside via Easton Road and will travel to Olney Transportation Center via a new alignment on Thouron Avenue and Wister Street. Passengers traveling between Cedarbrook and Olney Transportation Center via Cheltenham Avenue can use Route 16.

Route 24 (701): Frankford Transportation Center to Fox Chase Loop (and Second St. Pike & Knowles)

Route 24 would be simplified to operate every 30 minutes between Fox Chase and the Frankford Transportation Center. The deviation on Welsh Road would be eliminated but Gloria Dei Towers would be served by an extension of Route 88. Every other trip on Route 24 (Route 24A) would continue to Southampton, creating a connection every hour.

Route 25 (522): Frankford Transportation Center to Spring Garden Station

The route would operate 15 minutes all day, every day. Route 25 service south of Spring Garden would be replaced by new Route 556 that would operate between Olney & Rising Sun Avenues and Pier 70.

Route 26/65 (502): 69th Street Transportation Center to Fern Rock Transportation Center

Routes 26 and 65 (Route 26/65) would be combined into frequent service between the 69th Street and Fern Rock Transportation Centers via City Avenue, Wissahickon Transportation Center, and Germantown. This frequent service would provide new crosstown connections between Broad Street and Market Frankford Lines, and buses at major transportation hubs.

Route 26/K (541): Fern Rock Transportation Center to Frankford Transportation Center

Route K and the eastern end of Route 26 would be combined to provide 15-minute service during the weekday peaks and every 30 minutes during the day on weekdays and on weekends. Service would operate between Fern Rock Transportation Center and Frankford Transportation Center via 66th Avenue, Tabor Avenue, and Magee Avenue. Route L will provide service for passengers traveling on 66th Avenue west of Broad Street; Route 26/65 will provide service for passengers traveling on Chelten Avenue, and Route H will provide service for passengers traveling between Germantown and East Falls via Midvale Avenue. Shortening Route K and combining it with Route 26 allows the most productive services in Upper North Philly to operate more frequently.

Route 28 (545): Glenside Regional Rail Station to Torresdale & Cottman Loop

Route 28 would offer more frequent service (every 30 minutes all day every day) and be extended using part of the existing Route 77 alignment to create a new crosstown connection between Glenside Regional Rail Station and Torresdale Station traveling via Rhawn Street and Huntingdon Pike. Extending the route will make crosstown trips between Northeast Philly, Fox Chase, and Glenside much easier.

Route 30/43 (515): 69th St Transportation Center to Cumberland & Richmond

Route 30 and Route 43 would be combined into a frequent connection between 69th Street Transportation Center and Cumberland & Richmond via Haverford Avenue and Spring Garden Street. Riders traveling to University City can use either new Route 38/40 on 40th Street and 41st Street or the newly combined Route 32/49 on 33rd Street and 34th Street. Riders traveling north of Haverford Avenue can take Route 64 or Trolley Route 10.

Route 31 (558): 76th & City Ave to City Hall

Route 31 would be realigned to operate directly along Market Street in West Philly. This change is in response to community input and the request for service on Market Street. It provides direct connections from City Avenue to Market Street. New realigned bus routes - Route 38/44, Route 30/43, and Route 32/49 - would provide local service in Mantua and Powelton Village. Bus service would be at least every 30 minutes all day, every day.

Route 32/49 (510): Lyceum & Ridge to 33rd & Dickinson Loop

Route 32 and Route 49 would be combined to provide a direct and frequent connection between 33rd-Dickinson and Manayunk-Roxborough via Fairmount and University City. The route will operate with two service patterns. The primary route would operate at least every 15 minutes between 33rd-Dickinson and 33rd-Dauphin and every other trip (32/49A) would continue to Lyceum & Ridge (service would be every 30 minutes). Riders traveling between 29th-Snyder and University City can use the extended Route 79. This route was updated based on community feedback.

Route 33 would be realigned in North Philly so that the route operates more directly via 21st Street and 22nd Street in Strawberry Mansion with all trips going to Penn's Landing. It would be a frequent route with service operating every 15 minutes all day and on weekends. The more direct alignment will improve the speed of the route and make it easier to understand. This route was updated based on community feedback.

Route 37 (552): Broad & Snyder to PHL Terminal B

Route 37 would be shortened to operate between PHL Airport and Snyder Station via Kingsessing. Service would operate every 15 minutes on the portion of the route between the Broad Street Line and airport. Riders can still get to Eastwick Industrial Park (Route 68), Chester City (new Route 952) and the PNC Center (Routes 108 and 68). This route was updated based on community requests to keep service to Packer Park.

Route 38/44 (555): 5th-Market to Ford & Monument (and Ardmore)

Routes 38 and 44 would be combined to operate between Center City and Wynnefield Heights traveling via 34th Street, Mantua Avenue, 40th Street, and Belmont Avenue. Service would be at least every 15 minutes on weekdays and 30 minutes on weekends. Every other trip (Route 38/44B) would continue to Ardmore, providing a connection every 30 minutes on weekdays and hourly on weekends. Changes to this route respond to comments about the need for service on Belmont and Parkside Avenues and connections to Center City.

Route 40/42 (511): Wycombe Loop to 2nd & Lombard

Route 40 and Route 42 would be combined into a new Route 40/42 that would provide frequent service between Wycombe Loop and Society Hill via South Street, Lombard Street, and Pine Street. Frequent service would operate at least every 15 minutes and be available all day, and on weekends. East of Broad, Route 40/42 would travel on Pine Street and Lombard Street to avoid detours off South Street. Riders traveling north of Spruce Street in West Philadelphia can use Route 38/44. Bus service on Chestnut and Walnut Streets in Center City is available using Routes 9, 12, and 21.

In Fairmount, the route would be realigned to operates more directly in Fairmount Avenue. In Center City, the route would operate via Market and JFK to take advantage of new bus lanes. Route 52 would be simplified so that all trips operate between 49th and Woodland and Parkside. The route would no longer enter the Park West Town Center but would serve the center from 52nd Street. Every third trip (Route 52A) would continue north to City Avenue. Service to City Avenue would be every 30-minutes.

Route 53 (527): Germantown Regional Rail Stn to Richmond & Westmoreland Loop

Route 53 would become a frequent route and be extended to provide a new connection between Germantown Regional Rail Station and Richmond & Westmoreland Loop via Hunting Park Avenue, Erie Torresdale Station, Butler Street, and Castor Avenue. On its western end, Route 53 would operate to Germantown Station via Chelten Avenue. Route H will provide service for passengers traveling along Wayne Avenue north of Chelten Ave in West Mount Airy.

Route 55 (699): Olney Transportation Center to Willow Grove (and CKC Doylestown)

Route 55 would use a more direct alignment on Thouron Avenue and Easton Road between Olney Transportation and Willow Grove. The route would also have two patterns, the main route (Route 55) would travel between Olney and Willow Grove, departing every 30 minutes. Every other trip (Route 55A) would continue to Doylestown and leave every hour.

Route 57: Dauphin & Front to 4th & Oregon (or Broad & Pattison)

Route 57 would be split into two routes: Route 57 that would travel from South Philadelphia to York Dauphin Station and Route 520 that would travel between York Dauphin Station and Fern Rock Transportation Center. Splitting Route 57 into two routes would make both parts shorter, which means each new route would be more frequent, more reliable and have better on-time performance. Route 57 would operate with 15-minute service between York Dauphin Station on the Market-Frankford Line to Whitman Plaza. Every other trip (57A) would extend to NRG Station via Packer Street (a trip every 30 minutes). See also Route 520. The change to split Route 57 at York Dauphin Station was based on community feedback.

Route 18/67 (530) would combine parts of Routes 18 and 67 connecting Olney Transportation Center with Bustleton/Tomlinson via Olney Avenue, Rising Sun Avenue, and Verree Road. It would operate every 15 minutes on weekdays and every 30 minutes on weekends. It would also serve the Philmont neighborhood at its northern end. Connections to Oxford and Whitaker Avenues as well as Frankford Transportation Center would be available at Cottman Avenue (Route 24) and service along Red Lion Road would be provided by New Route 549. Service between Philadelphia Mills and Bustleton Avenue would be provided by Route 14/84.

New Route 532 would provide a connection from northeast Philadelphia to Willow Grove Mall traveling via Frankford Avenue, Welsh Road, Darlington Road and Moreland Road. It would be available every 30 minutes on weekdays and weekends. Riders can also use this route to connect to frequent service on Route 20/50 (Ashton Road) and Route 58 (Welsh Road) as well as SEPTA buses and trains at Willow Grove.

Route 539: Chestnut Hill Loop to Frankford Transportation Center 

New Route

Route 539 would be a new bus route connecting the Chestnut Hill Loop and Frankford Transportation Center via Cheltenham Avenue and Adams Avenue. It would operate every 30 minutes on weekdays and weekends. This route would enable new crosstown connections for residents in Northeast Philly, East Oak Lane, Upper North Philly, and parts of Montgomery County.

New Route 542: Bucks County Technology Park to Torresdale Station 

New Route

This new route would combine segments of multiple routes and provide half hourly service between Bucks County Technology Park and Torresdale Station, via Neshaminy Mall, Parx Casino, Bensalem, Philadelphia Mills and Frankford-Knights. The new service would provide new crosstown connections. Service would be every 30 minutes on weekdays and weekends.

Route 556: Olney & Rising Sun Loop to Pier 70

It would operate every 30 minutes on weekdays and weekends, replacing existing Route 25 service south of Spring Garden and provide a new north-south connection between Olney-Rising Sun and the Market-Frankford Line via G Street. This route was updated based on community feedback.

New Route 602: Trenton Transit Center to Neshaminy Mall

Route 602 would combine parts of Route 14 and 127 to create a new route that extends service from Trenton Transit Center to Neshaminy Mall, traveling via Morrisville, West Trenton Avenue and Lincoln Highway to Oxford Valley Mall and then continue to Neshaminy Mall via Lincoln Highway and Langhorne Station. Service would be hourly on weekdays and weekends. Service along Levittown Parkway, Hood Boulevard, and Oxford Valley Road would be replaced with new on-demand service in the Bristol-Levittown-Fairless Hills zone. Service along Tyburn Road and Bristol Pike would be discontinued.

Route 718: Plymouth Meeting Mall to Metroplex to Norristown Transportation Center  

New Route

A new Route 718 would connect the Plymouth Meeting Mall, Metroplex and Norristown Transportation Center, traveling on Ridge Road into Norristown Transportation Center. The new route restores some of the local connections lost with the changes to Route 97. It would operate every 30 minutes on weekdays and hourly on weekends.

New Route 907: Darby Transportation Center to Chester Transportation Center to Tri State Mall (DART Connections)

New Route 907 would travel between the Darby Transportation Center and Northtowne Plaza with a stop at the Chester Transportation Center. It would travel on Chester Pike and 9th Street, serving both local and longer distance trips. Service would operate between Darby TC and Chester TC every 30 minutes and once an hour service to the Tri State Mall (on weekdays and weekends).

New Route 952: Philadelphia to Broad to Chester Transportation Center

Route G (503): Lankenau Medical Center or Overbook Station to Pier 70 Walmart

Route G would be streamlined in West Philly so it can operate faster, more directly and more reliably. It will be a frequent bus route, operating every 10 minutes on weekdays and every 15 minutes on weekends. It will be simplified to travel in the same way between Pier 70 and Overbrook Station and on 56th Street in West Philly. Once an hour, Route G (A) would continue beyond Overbrook Station to Lankenau Medical Center. Simplifying Route G would make it easier to understand and improve on-time performance.

Route H (524): Cheltenham & Ogontz Loop to Wissahickon Transportation Center

Route J (531): Germantown Regional Rail Station to Orthodox & Richmond

Route J would be shortened slightly to operate between Germantown Station and Orthodox & Richmond via Arrott Transportation Center. Route J will operate every 30 minutes on weekdays and weekends, an increase from existing service levels, especially on weekends. Route 26/65 will provide service along Chelten Avenue.

Route L (537): Chestnut Hill Loop to Olney Transportation Center

Route L would be shortened to operate between Chestnut Hill Loop and Olney Transportation Center. It would be a frequent route operating at least every 15 minutes on weekdays and weekends. Route 97 will replace existing Route L service between Chestnut Hill Loop and Plymouth Meeting Mall. Splitting the route allows each section to have the right amount of service, retain important connections and improve service to Plymouth Meeting Malls. Route L service would also be simplified so that all trips operate in the same way between Chestnut Hill Loop and Olney Transportation Center via Stenton Avenue, 66th Avenue, and Old York Road (using Route L’s existing express routing).

A new on-demand zone in Bristol, Croydon and Cornwells Heights would serve riders who want to make local trips, connect to employment, shopping, and schools. Riders can use the on-demand to travel anywhere in the zone and to connect with other SEPTA bus routes (multiple routes at Frankford-Knights and Torresdale Station; new route 14/84 at Cornwells Heights Station; Route 129 to Oxford Valley Mall at multiple locations within the zone). The on-demand zone will replace service currently provided by Routes 128, 129, and 133, which are infrequent and do not carry many riders. The on-demand zone is designed to be a more convenient, easier to use service as compared with infrequent bus service.

The on-demand zone is designed to be a more convenient, easier to use service as compared with infrequent bus service.

New Route

A new on-demand zone in West Chester would serve riders who want to make local trips or connect to the West Chester Transportation Center. The on-demand service would replace parts of Route 92. Many people using Route 92 make short trips in West Chester; the on-demand service should be more convenient and easier to use. The zone will preserve transit service to Chester County Hospital and industrial employment near Brandywine Airport.

New Route

A new on-demand zone in Phoenixville would serve riders who want to make local trips, connect to employment, shopping, and schools. The zone is designed so a rider would be picked up no more than 30 minutes after they request their trip and dropped off anywhere in the zone. Riders can also connect to other SEPTA bus routes on Main Street in Phoenixville (Route 93 to King of Prussia) and at Ridge Pike (Route 93 to Pottstown). The on-demand zone will replace service currently provided by Route 139, which is infrequent and does not carry many riders. The zone will be expanded to serve the Southeastern Veterans Center and the Phoenixville YMCA, which were not previously served on fixed route. Service will also be expanded to include Sundays.

New Route

A new on-demand zone in Norristown would provide local trips and connect to employment, shopping, and schools. The zone is designed so a rider would be picked up no more than 30 minutes after they request their trip and dropped off anywhere in the zone, including to other SEPTA bus routes and the Norristown Transportation Center. The on-demand zone will serve the Einstein Medical Center Montgomery and the Norristown State Hospital (currently served by Route 90).

The zone is designed so a rider would be picked up no more than 30 minutes after they request their trip and dropped off anywhere in the zone, including to other SEPTA bus services at Lansdale. The on-demand zone will replace service currently provided by Route 132, which is infrequent (less than hourly).
